Android VPN - DNSet?

I just wonder, is this app safe to use and does it send any data to the dev while using the app? When install it, it doesnt required any permissions and a secuirty pop up warns about if trust the app.

Does this mean, it create a VPN tunnel to external server and the dev of the app can see all network traffic?

Whoever is on the end of the VPN tunnel will see all encrypted network traffic. But there are still ways for it to get clues of the actual sites and type of data you connect too.
