Is it possible at all on the latest merlin FW to do some kind of selective/policy routing for a dual wan setup in such a way that both WAN IPs are active at the same time and to be able to choose a setting to make ( LAN1 ip use WAN1 ip ) and ( LAN2 ip use WAN2 ip )..??
 
Im not really familiar with RPDB rules on the merlin FW.
Do I need to enter those commands on the "Tools - Run System Command" page at:
http://192.168.1.1/Tools_RunCmd.asp

or is there some other specific way i have to do it?

I don't believe there is a GUI Run Command interface any more on the Merlin Firmware? - which firmware version are you using?

SSH or TELNET to the router then you will need an appropriate script to re-apply the selective WAN routing rules after each reboot.
