With your setup the proxy works fine but with mine since my ISP does the NAT and 1-2-1 NAT to my router it is exposed so the settings are much tighter. Web proxy cache is not doable for me since even with an access list it doesnt seem to block on LAN.
For a transparent web proxy cache simply hijack traffic to port 80 (not to router) and redirect it to the router's proxy. Im not sure if the web proxy followed your allow/deny list too.
