I have a "dynamic" ip from my cable co. internet which hasn't changed in years (TWC).

Is there a way to manually change the mac address for my Asus RT-AC66U? Using latest non-beta Asus firmware (3.0.0.4.376_3754)

It is possible. You can use mac address cloning that many routers have (for WAN port) but to change the LAN mac address would require editing the linux files. Simply access your router via ssh, navigate to where the linux interface files are stored for ethernet (google this as its similar on many linux distro). Than simply add the mac address you want to the file, save and restart the network service (again you can google exactly how). The steps are slightly different between linux distros but they follow a similar format so stick to the format your router uses.
