Question on QOS Bandwidth setting

Hi All,
Using firmware: RT-AC87U_378.53_0 and have a quesiton on Adaptive QOS which I just setup on a 20 mbit connection.

How do you determine the scale of the 'Download Bandwith' in the QOS tab?
It says Mb/s but is this Mbit or Mbyte?

For example, should I enter download of 20 or 2 (for a 20 m/bit connection)?
(The help just says go to speedtest.net and get the numbers, but that reports m/bit.)

At the moment I have 20 set in the download limit, but under the menu QOS / Bandwidth monitor, if one machine uses all the bandwidth, then the bar is not even half full.

Lowercase b = bits, uppercase B = bytes.

So in this case, these are Megabits.
