Two Routers, Two Different Hom LANs, Can they connect?

Occasional Visitor
DSL/Modem (3 Mb/s.... :( ) is providing LAN 1, and has an ASUS RT-N12 acting as wifi repeater to a home server computer running Ubuntu 17.10.
Gateway:
192.168.0.1

Router 2 is an ASUS RT68U getting an internet connection from a tethered phone and providing a LAN for 3-4 devices.
Gateway:
192.168.19.3

Is there a way to allow devices on the LAN from Router 2 to see the home server computer on the LAN from Router 1?

Its also very important to me that neither LAN be able to connect to the internet from the other's ISP (very much more important that Router 2's internet never reach the home server on router 1).


ETA -
If it makes any difference, I also have both networks behind an openvpn client, Router 2 tunnels everything through it, and the home server runs it locally on the machine.


Sorry if any of this is confusing, ask me to clarify anything I muddled up :D
