Two WAN Gateways on One WAN Port

I have a configuration where I have an RT-AC3100 as a primary router, with two additional outdoor routers connected to the WAN port of the AC3100. The two WAN routers are both PoE devices on a single Ethernet cable.

One of the WAN routers is a Ubiquiti NanoStation operating in "Station" mode connecting to another wireless network. The other WAN router is a Raspberry Pi running ROOter with a closely-coupled cellular MIMO yagi antenna setup. The NanoStation has primary and secondary Ethernet ports with data and PoE pass-through.

Switching WAN devices is fairly straightforward -- just requiring setting a Static IP within the range of whichever WAN gateway we wish to use -- and setting the IP of that gateway. We run a VPN when using the NanoStation, but this is turned off when getting to the Internet via cellular.

So that's the background. Here's the question:

We have some interest in being able to route certain traffic through the cellular WAN even when the VPN is active and we're getting to the Internet through the NanoStation. Is this possible using LAN - Routes - Static Routes List -- or is something more exotic required?
