I'm trying to setup my Samsung Galaxy Note8 using the USB modem connection. When I connect the phone and set it to USB tethering it will recognize the device is connected, but it will never assign an IP. The first three lines of the log below show when I connected the phone, and when I switched it to USB tethering. It seems to connect and then disconnect, and reconnect.

I've tried both the USB2 and USB3 ports. As you can see in the logs, I left it connected for 10 minutes.

Routers have a limited set of compatible phones to use as a WAN connection. Is the Note 8 in that list?
