You need one for each destination because you need to restart syslog-ng to refresh itself, otherwise it will keep the destination pointed to the old log file, which no longer exists after rotation.     Where you still seeing the auth flood spam in the logs when it occurred? If so, then yes this behaviour given the number of frames these things send out could well cause OOM issues on the AP/router and cause processes to crash.
