If it's one PC or server that is uploading the most you can also try using Netlimiter on it. You can even control per app bandwidth allocation in both directions. It a paid software but, has a free trial. Will also give you a nice breakdown of all the apps and services receiving and transmitting.
In my experience with similar, your hardware is just not meant for those speeds. If you are saturating the line with say, maximum downloading or torrentlng, then you would need it or you need to limit the bandwidth on your PC. But, for regular internet use its not really necessary at that...
