Intermittent internet connection loss

I checked skynet. I believed Cox ip was blocked. checked alienvault: then whitelisted it. edit. Cox IP does not show in my whitelist, and I believe it's still being blocked. If I try to whitelist the IP again, skynet states there's already an entry for it.
