After trying to use parental controls to achieve the same thing with my children they eventually discovered how to change their MAC address to circumvent it.
If your son's using wireless set him on a guest network then you can turn that off and all his devices lose access in one fail swoop...

It probably won't help but might it be that the SS VPN server IP(s) you have tried have been blocked by your televisual service(s) in Nevada USofA.
Could you try configuring for different SS VPN servers in the USofA?
