TLDR: fixed, by using Customized Network on Main Subnet for the 'visitor' guest network instead of a defined 'guest network'. Thanks @bennor and @jksmurf for your help. I tried some of the other recommended fixes first, documenting all the steps here in case it can help for what didn't work...
