I had intended to use it in WISP mode to wifi tether to my phone's AD-Hoc wifi hotspot but that was a bust, and so was USB tethering.

I for one will pass on having a client device, let alone an in-home router, capable of cooking myself and my dinner. Besides, wifi already does a number on my phone battery as it is!!! ;)
I know the OP only needs a couple minutes of up time but I just thought I'd add that I've seen posts on other forums where people take an old UPS and connect them to car or deep cycle marine batteries for some extreme up time.
The only dangerous drawback would be the possibility of hydrogen...
The quickest way to get a new IP is to use the router's MAC clone feature to change your MAC to something else and reset your modem so it attaches to the new MAC. You can be creative with your MAC as long as it follows the normal MAC format and isn't a MAC that's already in-use on Charter's...
