    IP Address Issues

    What is your network configuration? If one assumes you only have a single LAN connection to the Pace gateway that goes to the WAN port on the Orbi Router, and also that the radios on the Pace gateway have been turned off, then there would clearly be an issue with the Orbi's routing behaviors...
