I have been confused with the target-fetch-policy parameter, too. Moreover, I also have the same understanding of those numbers as @Twiglets explained.

In terms of the AiCloud, I have never used it since having my first Asus router which is a RT-AC68U. Therefore, I vote for removing it from the firmware.
So I think you should manually go through the GUI menus, write down or screenshot necessary information. Then do a factory reset via the reset button, wait about 5-10 minutes for things to settle down before flashing the new firmware again.
If there would be no success, try with ASUS stock...
Did you remove all attached USB drives before flashing the firmware? Otherwise, I think you should do the upgrade via an Ethernet cable, rather via Wifi.

I also had TrendMicro signature of 2.400, with first update on 22nd Apr 2024. It is quite strange to me, as the signature is more than a month old, comparing to daily or weekly update of virus/blocklists database nowadays :confused:
