Best soft for asus ac68u - bandwitch limiter

Hi, I just bought asus ac68u router and now i need to limit my bandwitch connection download/upload for all wifi users (15) except of 3 that will have no limits at all. My question is what soft will fit best for this? open-wrt, tomato,merlin?
