    Answered my own question. Was missing ifconfig vlan20 up in configuration script. Not sure how it vanished, but putting that in, power cycling, things work.

    Ah, interesting, thanks for that link. I just tried the same ping on my production network, and got the same threshold. I guess this throws the MTU theory for why pings work but websites load slowly or don't load at all out the window. However, I power cycled the router - and it works fine now...
