A follow up: The above worked when I rebooted from the UI, but not when the router was just power cycled. A sleep seems to fix this. So my services-start script is:

sleep 60
/bin/fc disable
I am not sure my workaround is related to (made necessary by) VLAN tagging, but it may be. I only started using Merlin in early September, just after switching to a provider that uses tagging.

I have been in touch with another user with an 86U using the same provider (so also VLAN tagged), and they have this working apparently.
Wonder if I have any options - other than a second router just for counting traffic.
