To make a long story sorter, I had problems with my RT-AC66R with the jffs partition corrupted and possibly nvram also. I've installed the 380.65 beta2 which happily has cleared both of those issues and I have it newly configured the way I had it before. All appears to be running well. Except that dnsmasq is running at 100% CPU for some reason that I can't figure out.

I do have my two local dns servers configured and the router does not advertise itself as a server. I have no domain name set in the router.

What did I do wrong?
