I changed my Asus router from the AC87U to the 86U for the VPN speeds. As like I had on my 87U, I installed Merlin and all seems to work except the 4G modem failover. I'm using a Huawei E372 which was working fine on the 87U. When I use the same settings on the new 86U I get the following error:
"Your ISP's DHCP does not function correctly"
I resetted the router, re-flashed the firmware, disabled and deleted the VPN settings. I checked the modem on the PC and it works. I have no idea what could be causing the issue.

It seems the new router I purchased is a dud.
I also kept having issues with my server (others couldn't access it from outside the network, though all the ports were open). It was blocking SSL traffic from the server, couldn't get the 4G dongle thing to work right. I swapped it for my old router and it all works now.
