ASUS App vs Control Panel setup

So I had an issue where about a week ago I blocked the internet access on my son's Xbox One. He went to get on tonight and couldn't update. I checked my parental settings and made sure he had access during the time allowed. After messing with it for awhile it dawned on me I blocked it from the app on the phone. Sure enough it was still blocked and once I turned it back on it worked.

Does the router menu have a straight "block internet access" like the app and why would the router menu not overwrite that? Am I missing something?
