After having exported the config file and imported into the client, if I turn OFF OpenVPN in the router and then turn it ON again later, do i have to re-Export the config file to the client?

No you do that once. Think of that on and off button like a light.. when its on you have light VPN when its off you are in the dark no VPN :)
