Block All Internet On Single Computer

I would like to totally block the internet, but keep the internal LAN working, on a single computer. The computer has a fixed IP.

Can I do this with the Firewall settings?

Or would I be better off blocking in Windows 10?

Go to Network Map and click on Clients. Select the client from the Client status list on the right and set Block Internet Access to On.
