Block/Restrict bandwidth for LAN access?

So you can block and restrict bandwidth for WAN access, and it works great. But I have a Plex server on the LAN that the restrictions don't apply too.

Can anyone suggest a way to block, or restrict the bandwidth, between LAN devices?

The way I would handle this is to create a separate VLAN and control access through the VLAN. You need to buy a different router other than ASUS. They don't support VLANs nor do they support ACLs.
