Blocking specific sites (url or dns name based) or apps (port based) per device

I want to prevent my son to access Youtube on his laptop. He is already accessing Youtube on the tablet but it is time limited.
So I need to block Youtube to laptop mac address (or IP)
What is the best way to achieve this on Merlin FW ?

Try the built-in Asuswrt tool - Parental Controls:
Add Client Name (MAC address), go to Streaming and Entertainment -> select Media Streaming, click Apply at the bottom of the page.

thanks. I did not see that it would block Youtube.
I tried the custom DNS filter method (openDNS) , it also works

For better results, block also VPN/Proxy category in OpenDNS.
