Can anyone tell me this is normal over SMB (Windows file sharing) over a home VPN ?

I think you need to provide a bit more information to get a good answer. Is the SMB share on the router (USB Key attached to Router) or a share on another server?

What is the speed of the ISP at the remote location? You may have a 1Gb fibre, but if the ISP at the remote only has a 10mbit connection (and a lot of them are 10 down and pathetic up), are you using USB2 or 3 on the router, what is your USB write speed rated for (class)?

SMB in it self can be the issue. SMB works great for transferring big files, but when it comes to transferring a bunch of tiny files, it really bogs down. Also, what are you using to transfer the files? Windows Explorer is the slowest piece of software for transfers (as compared to robocopy and others).
 
All good questions by @Jeffrey Young. Indeed, USB storage performance is notoriously slow w/ these routers, but frankly, the OP doesn't even mention USB. Even what is mentioned is ambiguous. Upload speed is from who's perspective? The client? The home router? Is the VPN running OpenVPN server? Is it running on the router? Any information available on the client platform and app(s) being used?

The OP needs to be MUCH more specific as to their testing and methodology if they expect a good answer.
