Data usage CAP vs parental control

My kids use way to much internet time.
Parental fix one part of the problem.
1- The hour they use it.
The other parts of the problem are
2- how many times in that timeframe they use it
3- how much data they use.

So I read that asusMerlin can:
a- limit bandwith can help solve the number 3 problem only

So what I would like to do is cap data usage to 10Gb / month per device after this no more acces
And 10hours usage per week after that no more access.

If I set bandwith monitor per device store to a usb stick I will need to:
Have a script that calculate usage (Gb and Hour)
Have the same script to block the device that goes overlimit.

Anythought how to do this

Why are you complicating things?
1. Parental Control Time scheduling
2. No idea
3. Look that the Traffic analyzer. Its tells you hourly, daily, weekly and month usage per a device. You can just block it yourself once it goes over your cap. Deduct what ever they go over to the next month. If You really want to be anal about it you can just bandwidth limit after 8GB.

It would help if you have some kinda of reward system that encourage them to stop by themselves.
