dnsmasq 'permission denied' reading extra hosts files

Was there some change recently on where dnsmasq can read extra host files from?

I could have sworn the script I use to add two more host files to the dnsmasq config were working before. The two host files reside in a folder on the /jffs/ partition. But no matter what permissions I put on the file dnsmasq refuses to read them. Spitting a 'permission denied' in the system log. Even setting them to 777 does not work.
 
@unsynaps - If this is a MIPS based router (N66, AC66) the jffs space may have been corrupted by a recent code upgrade (on these models, the jffs space is carved out of the flash space left over after the firmware is loaded. And as the firmware size grows, it can overwrite some of the jffs).
I'd recommend backing up your jffs and doing a reformat, then restore your jffs backup.
