really quick first question, do powerline networks add to total bufferbloat or can I blame this purely on my router?
 
Buffer Bloat is really caused at the ISP level and not really with the router. Buffer bloat is also only present when the connection speed is maxed out. So normal browsing and streaming should not cause the issue. Heavy downloading at max connection rates certainly will.
 
Bufferbloat typically happens with connections below 100Mbit/sec (at the network level, not physical layer) - most HPAV2 devices will be above that.
