Does a firmware upgrade typically retain the configuration?

I have a WAC120. Does firmware upgrade usually keep the configuration?
In particular IP settings?

Yes a firmware upgrade retains all settings unless something goes wrong,

Yes, however, depending on the upgrade, retaining all the same settings may or may not be helpful. If the upgrade version is close enough in structure to the original version, then you may be good. If the upgrade has new drivers or other structural changes, then you will be better off in general to go back to factory defaults and start over.
