Does an AX Access Point offer noticeable smartphone (with ax support) battery performance improvement?

Rx doesn’t take much power. Tx uses most of the power on the client. Lack of interference and obstacles reduces the power demand for the client radio. So even if the AP radios provide better signal level at the same distance, unless the client radio is equivalent, then no. Better compression and encoding of data sent will reduce the power consumed since less data has to be sent for the same amount of energy.

If you are asking about possible effects from TWT (Target Wake Time), the answer is no. That feature is mainly to support IoT devices (sensors, switches).
