I've been looking through nvram to find something that switches mac filtering on or off. I've identified a number of variables that store a list of mac addresses but saw nothing that gets assigned 0 or 1 for filtering.

Whether mac filtering was enabled or disabled, (e.g. wl0_maclist_x) remained the same. Do I have the wrong variable?
 
Try

wl0_macmode for 2.4GHz
wl1_macmode for 5GHz
wl0.1_macmode for 2.4GHz guest #1
etc.
