hdd share usb 3.0 ac68u

what do I have to do to get a hdd to show up under windows via the router?
normally I thought when you clicked on the router the driver would show up and then you can access it... is their a different way with the 68u vs the n66u?
oh im on 38_1 firmware
on my laptop running windows 7 it shows up... im running windows 8.1 on the computer where it doesn't show up

Exactly the same on both routers: USB Applications -> Servers Centers -> Network Place. Enable sharing there, and configure access.
