How do I block a specific website for a specific client?

I have an RT-AC66U
It can block categories of websites on a per-user basis (porn, games, streaming media, etc) and it can block specific websites on a global basis (all clients)

What I want to block specific websites for specific clients. i.e. I want to block my teenager from Netflix binging. I can't use the category block because it blocks other sites that I do want to allow.

One idea I had was to use different DNS servers for certain clients, but the built-in DHCP server does not have that capability.

Any suggestions?
