How to make Samba accounts work?

Background: I used GParted to format a hard disk into 3 ext3 primary partitions (with an msdos partition table), then connected it the RT-AC3200 router. (It's running asuswrt-merlin 378.54_2.)

After using the router's web UI to enable Network Place (Samba) Share and create 2 user accounts, I wrangled with setting up shared folders to eventually discover that:
  1. Access permissions settings only "stick" on the first partition. On other partitions, "Save Permissions" reloads the page and discards the settings.
  2. Those accounts can't connect to the server. Only the router's admin account works.
Q: How to make it work?
