how to modify nf_conntrack_expect_max permernantly

my router is AC668U B1, with about 30 clients connected to it.
the clients will initiate a pptp connection to an internet server, and if connection is not established, the client will retry after 20 seconds.
after some time, all clients will not be able to establish a connection.
I checked /proc/sys/net/netfilter/nf_conntrack_expect_max of the router and found that it is set to 64, and
/proc/net/nf_conntrack_expect will reach 64 soon if connection initiated by clients was not established.

my solution is: modify nf_conntrack_expect_max from user script such as /jffs/scripts/wan-start
echo 256 > /proc/sys/net/netfilter/nf_conntrack_expect_max

is there any other way to modify nf_conntrack_expect_max? such as modifying nvarm.
