how to setup alert when one of the WAN goes down

Occasional Visitor
i have the following dual wan router
Region : Canada
Model : TL-R470T+
Hardware Version : V2
Firmware Version : 5.1.2 Build 20130116 Rel.45577s


I have DSL and Cable internet setup as 2 WAN. Is there a way, i can send a email alert when one of them goes down?
