Intel 9260 Compatibility

I recently bought a PCIE card from Ebay that contained Intel 9260. For some reason, it is not connecting to channels below 149 and then I came across this link

Per the above, the lower end channels are blocked in China. Could I have got a Chinese regulatory region card? If so how can i change the region in the card or in my BIOS.



My PC is a dell optiplex 7040.
