Internet connectivity issue with QOS enabled

I'm having issue with basic Internet browsing when Ooma VOIP phone is in use.
Router is E4200 with QOS enabled for Ooma set to high.

The network setup is cable modem -> router -> Ooma and Procurve switch.

There are 3 IP cam to Zoneminder. I could not even login to the router except the switch.

Should I reset the QOS to medium instead of high? Broadband connection is 29mbps down/1.3mpbs up.
 
Don't enable QoS in the router, just put the Ooma in the DMZ, or in front of the router(might sacrifice throughput though).
