Limiting web access of a single computer on the network

I could not find a good solution to this question anywhere, so maybe someone here has an idea on how to solve it.

We have a small network with about 20 computers on it.
We want to limit access on one of the computers, so that there is no email, Facebook, and other general usage access on it. It need to access some specific websites though. What would be the best way to do this?

We are using an ASUS N-66U router, which does not seem to have the functionality for this kind of restriction.

Is there a good software that can be installed on the specific Windows PC that I could use to limit web access? It would have to be secure enough, so that users could not disable it.

Or is there a better way to do it?

There's the really REALLY old school way of doing this.
Set a static IP address with out a DNS server input.
Restrict the users from being local admins.
Edit the host file manually so only the websites you want have IP addresses mapped.
To find out which you need, test with NSLookup from a non-blocked pc.
