Local IP VOIP solution

I'm just beginning to look into VOIP solutions, but my need is a bit different as I don't need to connect to any external phone systems.

I need to setup a VOIP phone system on a LAN which is completely local to the LAN. It does not need to connect to any other system or network. It needs to support at least 24 phones on the network.

Can anyone recommend a solution?
