Merlin feature question

How exactly does the "automatic" option in the adaptive QoS work? Does it auto detect max upload and download speeds dynamically? Reason I ask is I get up to 100 download but it fluctuates anywhere between 65 and 95. Something like auto detect could work better than a statically assigned value I would think for better QoS'ing
