Mesh with devices that do not support 11k

I have a meshed network but my router only allows steering with devices that support 11k. That causes clients that do not support 11k to connect to weak routers and then have connection drop-outs. Are there any mesh system that support steering without 11k?

11k is also part of the "WiFi Agile Multiband" specification. If your clients don't support it, so be it.

As I recall, Asus routers (at least somewhat current) have a GUI interface for roam assist based on signal level.
