Can I transfer my AC-1900 TMO router settings over to my newly acquired Asus AC-RT86U?

I would not recommend as there is no guarantee that the component naming conventions will be the same.
 
I'm afraid not. The "save settings" file is not transferable between different routers. There is a utility that John wrote that can migrate settings but it doesn't support the newer firmware version that runs on the RT-AC86U.

If there is something specific (rather than everything) that you want to transfer it might be possible to copy the NVRAM variables.

Thanks Colin, I did download the nvram tool that John wrote and read the accompanying text. I also messaged John and asked him if he could confirm if it would work to transfer the settings. It appears to be able to transfer the settings and all I really want to transfer is the SSID and passwords and the static ip settings. I have smart devices in my attic that are tied to the ac1900 that will need settings transferred over as well as several of the devices throughout the house for lighting that work with Alexa.
