Need info: regulatory domain differences

Hello, I live in Italy and I have an RT-AC56U router.
with the stock firmware and with merlin firmware (latest release) the wifi is quite poor, so I decided to have a look at dd-wrt.
In dd-wrt I noticed that when I change the regulatory domain, the wifi power increases a lot, in particular:
- EUROPE -> strong wifi
- ITALY > poor wifi
In both cases the wifi tx is set to 71 mW

The first question is: do you know where can I find what's different between Europe and Italy?
The second question is: I know that in the latest asuswrt firmware version I can't change the regulatory domain, because it's taken from a readonly parameter in CFE. I have a backup file of my CFE, where can I find the value?
