need troubleshooting advice, can't stream videos

I'm having problems streaming Amazon and Netflix movies to my Tivo. Sometimes it takes over 30 minutes before an Amazon movie has enough content buffered before it lets me start a movie. Sometimes the movie pauses during playing and tells me to check back later. I just enabled Netflix on my Tivo and added a HD movie to my Instant Queue. The number of times the movie stopped and stuttered was unbearable.

I'm trying to figure out where exactly my problem lies. I've done all of the wiring myself. There is some older CAT-5 in older drops and CAT-6 for newer drops. I did have a network tester to check continuity when I wired.

I have (supposedly) 10 MB DSL. That is the best DSL connection I can get where I live. Maybe I should jump to Cable?

I ran SpeedTest.net on one of the laptops during the problem and got 6.5 MB. I just ran it to my desktop and got 5.75 MB download. The CenturyLink speedtest came back at 9.5 MB. Netflix claims you need 5 MB connection to stream HD content, so maybe I'm just borderline?

I'm considering buying a new higher-end router to see if that fixes my problem (either an ASUS or Apple model) but don't want to throw away money on that if the problem lies elsewhere.

I was considering buying a Roku to put on another TV, but if it has the same problems, I don't want to bother spending money on that, either.

I rarely have to reboot my network equipment. I play some FPS games and work from the home. I can't say my DSL is rock solid, but I am able to RDP into my work servers all day.

Any other troubleshooting suggestions for me??



These are the specific components in my network:
Westel 7500 DSL modem
Buffalo AirStation WZR-HP-G300NH Router
DLink Gigabit Switch DGS-2208 8 port
DLink Gigabit Switch DGS-2208 5 port

These are the wireless devices:
3 iPods, 1 iPhone, Android tablet, Android phone, Wii, Wii-U, 2 older Laptops

These are the wired devices:
1 newish desktop, 1 older desktop, 1 older server, 1 network printer, 1 Tvio Premiere
 
I figured out the problem with Netflix is the Tivo app doesn't properly handle the HDMI handshake that occurs when throughput drops down from one quality level to another. Running Netflix on my BluRay player has no problems (although the quality looks to drop down periodically).

I think my bandwidth problems may be with my provider or their modem. Chances are I'm stuck with it since I live an a relatively rural location. Their target of "10 MB" download is probably as good as it gets for my DSL options.
