Depending on who you may be presenting it to and for what purpose, a pen, paper and a camera are all that are needed.

or Creatly and Lucidchart have free versions.

If you know LaTeX, you could use moeptikz, which provides many easy to use symbols to create network graphics.

If you don't like free and don't know how to search for it, my recommendation is Microsoft Visio.
