Network Services Filter Cannot Use IP Range?

Do I really have to put all all max possible 32 addresses? I want whitelist:
192.168.1.2 & 3 allowed to just few destinations.
192.168.1.4-254 or 34 here allowed to all destinations.
Does this make a slow network?
