Network Services Filter not blocking pings?

I apologize if this is too much of a noob question, but I'm trying to convince my brother to use my old RT-AC68U. He's using the NSF, but when he blocks a given computer (either specific IP or IP range /24), while it does block LAN to WAN traffic (all ports left blank), the PC can still ping external websites. I'm not confident enough in how to either eliminate this, or explain it away as harmless.

Any suggestions?

I'm running latest merlin build 386,7_2.
 
The Filter Table options are for TCP and UDP traffic. Pings are ICMP. If you want to block all pings you need to use the "Filtered ICMP packet types" option.
